The judge deemed Governor Siminalayi Fubara’s budget presentation to a four-member House of Assembly unconstitutional. She ruled Fubara’s actions, including implementing an unlawful budget, violated the 1999 Constitution. Consequently, Justice Abdulmalik restrained the CBN, Accountant General, Zenith Bank, and Access Bank from allowing Fubara access to federal funds.”
