Governor of Cross River State, Bassey Otu, has called on the Institute of Chartered Accountants of Nigeria to deepen its engagement in promoting accountability and transparency in the management of public offices across the state.
Otu made this call during the investiture ceremony of Glory Effiong as the 13th Chairman of ICAN Calabar and District Society, held at the Calabar International Conference Centre on Sunday.
The governor made this appeal against the backdrop of ongoing reforms in public financial management, as his administration intensifies efforts to rebuild institutional trust and curb mismanagement in government operations.

He emphasised that partnerships with professional bodies such as ICAN are vital to achieving lasting improvements in governance, particularly at a time when public confidence in financial stewardship is being tested nationwide.
Represented at the event by the Speaker of the Cross River State House of Assembly, Elvert Ayambem, the governor underscored the importance of the accounting profession in sustaining public confidence and financial prudence.
He noted that professional accountants serve as custodians of ethical conduct and fiscal discipline — qualities urgently needed in the nation’s public institutions.
“As a government, we recognise the critical role ICAN plays in strengthening institutional integrity.
“We believe that your influence and expertise are indispensable in reforming the culture of financial management in public offices,” he stated.
The governor congratulated Effiong on her emergence as the new district chairman, describing it as a well-deserved recognition of her professional excellence and commitment to public service.
He lauded her outstanding achievements as the current Accountant General of the state, where she has led major reforms aimed at enhancing efficiency, boosting internally generated revenue, and promoting fiscal transparency.
“Her work has modernised the financial processes of the state, making them more transparent and accountable.
“Her elevation to the leadership of ICAN in Calabar is not just recognition of her past contributions, but a challenge to do more.”
Otu reaffirmed his administration’s commitment to its People First governance agenda, which emphasises transparency, inclusion, and results-driven public service delivery.
He said meaningful collaboration with respected professional organisations like ICAN remains a key strategy for institutional reform and improved service outcomes.
Accountability is not optional; it is essential. That is why we are calling on ICAN to work closely with government institutions in entrenching a culture of discipline, ethical conduct, and professionalism in our public offices,” Otu said.
In her acceptance speech, Effiong expressed appreciation to ICAN members for their confidence in her leadership.
She pledged to use her tenure to promote continuous professional development, ethical standards, and improved synergy between the accounting profession and the public sector.

Together, we will chart a new path of innovation and professional relevance for the Calabar and District Society,” Effiong concluded.
